Mrs. Frye,
My name is Michael Smith. I am a native San Diegan, a successful local business executive, a surfer, swimmer, and water sport enthusiast. I reside at 3250 Brandywine Street, San Diego, CA, 92117 and I am writing you with my grave concerns over the complete closure of San Vicente Reservoir to any and all public water sport recreation for the next 6-8 years. I kindly ask you to appeal the decision to completely close the San Vicente Reservoir for such an extended period of time.
From my understanding the San Vicente Dam Raise is part of the Emergency Storage Project. I also realize San Vicente Dam currently stands at 220 feet. It will be raised a total of 117 feet, in a single raise, to provide both emergency and carryover water storage. The first 54 feet of the dam raise is part of the Emergency Storage Project, which will create an additional 52,000 acre-feet of water storage capacity, over the present 90,000 acre-feet, for use in an emergency. An additional 63-foot raise, for a total of 117 feet, is for the Carry Over Storage Project which will allow San Vicente Reservoir to store up to 100,000 acre-feet of water during wet seasons when it is plentiful and then carry it over for use in subsequent dry years. I do believe this is a tremendous benefit to San Diegans. What I know is this closure will cause undue burdens to other bodies of water in the near and approximate vicinities including El Capitan Reservoir and Mission Bay. The additional water traffic, which is literally hundreds of boats per weekend will be added to the already dangerous traffic on Mission Bay and El Capitan and that will be alarming and potentially deadly.
In conclusion I do believe with some additional forethought and planning, temporary roads and launch ramps, this project can continue to move ahead as planned with no danger to the public and great reduction on additional watercraft traffic added to our limited bodies of water for both waterskiing and wakeboarding. Please reconsider the City?s plan for a complete closure for 6-8 years of the San Vicente Reservoir.

i have to say the same, well put! I'll be writing something too, hopefully i can do it by the end of this week! We are in desperate need of a new weekend hangout! The bay gets all kinds of crazy as we saw on sunday!

Thanks...but the reason I posted it was for everyone to copy and paste their own info into it....really, I did it for personal reasons...I usually get the bay all to myself and I don't need any san V'ites spoiling my water

Here's the update..... Hi Michael, Councilmember Frye asked that I respond to your e-mail regarding the San Vicente Reservoir. The County Water Authority is responsible for this project. The City Council does not have jurisdiction over this project. The City back in 1995, authorized the City Manager to sign the Principles of Understanding and negotiated the use of this facility with the County Water Authority. I know the County Water Authority staff just certified their project environmental study back in April, which did anticipate the loss of recreational use for 5-9 years. I would recommend you contact the County Water Authority at (877) 426-2010 or e-mail them at ESPinfo@sdcwa.org. If you have any other questions or concerns please let me know. Thank you, Mary Ann Kempczenski Council Representative So I responded with this........ Mary Ann, Thanks for the quick response. Is the City aware of the burden this will put on Mission Bay? I wonder if a letter to the County Water Authority from Councilmember Frye would help protect our water bodies and relieve some of the stress that will be placed upon them.
